: (1) The Commission shall conduct discussion, consultation or investigation as required before providing the consultation requested by the Government of Nepal.
(2) The Commission may provide consultation and suggestions from time to time regarding the steps to be taken by the Government of Nepal regarding the higher education matters deemed appropriate.
(3) The following are the main topics that the commission will provide consultation:
(a) Subject to establishment of new university.
(b) Subject to determination or revision of higher education policy,
(c) Matters relating to grants to be made available to universities or educational institutions (d) as the Commission deems fit or
(e) Subjects requested by the Government of Nepal.
